Is it the swwitch on top of the steering column, or the later ones in the dash?
Strikes me that if you have replaced it once and the new one doesn't work there is a fault somewhere else in the circuit.
If you remove the glove box the flasher unit is located there. This could be defective, or, perhaps someone has tapped into the hazard switch circuit looking for a permanent live, or chopped around with the cables for a car alarm?

My wifes 9000 had a problem with the Hazzard Warning lights not working. Do the indicators work? If so then sounds like the same problem.

Her car is a MY93 9000 LPT and the fix was easy and was good bargaining power when it came to negotiate a price for the car as they thought it worked. (Well they would do wouldn't they?)

Remove the glovebox. (Read on if you have a passenger airbag).
With this out of the car and the relay panel in view, switch the indicators on to identify which relay is active. (You can tell by touch as the coil pulls the solenoid in and then releases it. Once identified, switch off the ignition before removing the relay (It just pulls out vertically) and you can then remove the plastic cover. (Prises off) Check to see if there are dry-solder joints.

On the wifes car, one of the pins joints to the Printed Circuit Board (PCB) was majorly fractured so using a soldering iron, I simply re-melted the solder, joining all of the pins (4 I think) to the board. Put everything back together and it's worked perfectly ever since.

If your car has a passenger airbag then the fix might be exactly the same. Make sure you don't remove the airbag as you may need help in identifying which of the relays are at fault with the "touch test".

WARNING: With the airbag out, switching on the ignition will result in the SRS ECU recording a fault which needs the Tech II (or similar) to reset it.

If you remove the panel directly underneath the passenger airbag, (Two screws hidden under the plastic cap covers) there should be enough room to get your hand in and locate / remove the relay.

If you're not up to using a soldering iron, then source a replacement relay from a scrapper. Shouldn't cost a lot.

I had the same problem last week on my 96 Aero. Take out the digital display panel ( prise out CAREFULLY with a jewelers screwdriver) and then you will have access to the rear of the hazard light switch. Push it out and disconnect the wiring.
Superglue the circular shroud back in place on the switch (2 legs) making sure that NO GLUE goes on the sliding section of the switch. Mine is fine now.
Before wasting time stripping out the relay just see if all indicators flash when you lock the car. If they do the relay is fine.
My switch had simply stopped working properly because of the cracked ring/shroud.
