They are literaly a timer that is used to tell you how long your car should be left to idle before you turn it off, to prevent heat soak from 'caking' the oil in the turbocharger, therby shortening it's life.
I belive some of them can be wired up so that they keep the engine running for a certain period after you have turned off the ignition.
