When I fire up from cold there is a noise that sounds like someone sticking a pencil in a fan. Lasts for about 30 seconds quite loud and quietens down after I drive off, uually gone after about a minute.

I can't find what it is, seems to come from either under the dash or low down in the engine bay. I first thought it was the cam/hydraulic lifters as they are slightly noisy when cold but now I'm not sure, as it doesn't sound like its coming from there from inside the car.

Any ideas?

I believe that it's the idraulic lifters, instead. Open the bonnet and listen to the head.
If the problem doesn't persist over 30 seconds, don't worry. This is normal. What kind of oil are you using? It could be the wrong grade, causing the lifters too slow to fill at startup.

Another thought: you exclude it's the fan cabin air sensor, do you? It should be audible not only at startups, but the noise is similar to what you described.
