I picked up 2002 9-3 at a very good price. I guess the price reflected the roof and other issues. The roof is closed and moving the switch forward gives me a beep. Moving the switch toward the back results in no noise from the pump, no clicks from the relays, no beeps, nothing. The fuses are good. Moving the switch backward reveals 12 volts at the motor. I tested the both relays and they are good. The fluid reservoir is between the two lines.
The SID is not readable right now as I have ordered an new ribbon cable. I don't have a Tech 2.

If I'm not mistaken, your convertible top operation is completely controlled by electrical relays, and I don't believe there's much, if anything, you can do without a Tech II. Speaking personally, there's a lot I'll tackle on my 2004 93 Arc convertible, but the top is something I leave to the professionals. Good luck!
