As I got home this evening, I noticed that my dipped beam did light up when I went to put the car in the garage. Once I pulled the flasher stalk, the lights came on dipped. A few cycles of turning them on and off showed that it was all a bit uncertain. So I got out my spare relays and tried replacing the big red one, and then the normal sized orange one in the box by the battery. The lights seem to have been cured by replacing the normal sized orange relay marked "lamp control".
