Is it true that they only squirt when the headlamps are on?

I can't get them to squirt at all.

They don't squirt every time - as I recall it's every third or fifth time, or something like that. With my 2004 9-3 on a recent 4,000 mile road trip, I was using the washers to clean the bugs off the windshield, and it would surprise me occasionally with a cloud of spray coming off the front of the car.

Oh that's interesting. Still I have to get the bumper off all the same as I am losing the entire water tank contents in just a few days and I need to see where and how.

Bugs? Here in the UK it is well noticed that we no longer have anything like the number of bugs on our windscreens we did 20 or so years ago. Another indication that nature isn't doing very well
