900 2.3T -96 boosts good, low leakdown, but low compression and low on power

So, my engine suffered from low oil pressure and the bearings in the engine was replaced along with a connecting rod, crankshaft, and piston rings.
Ever since I have had a loss in power, so I thought I'd do a compression test. The test showed about 115 psi on all cylinders.
Next up I thought I'd do a leak down test to see where the compression is leaking out, but to my surprise I only have 8-10% leakage on all cylinders, and it's all past the rings.
I have checked that the camshafts are at the right positions three times and also checked that the mark on the crankshaft is correct.
I checked with an endoscope that the pistons come all the way up to the top of the block.

I'm running out of ideas here...
How can I have such terrible compression, but low leakdown?

Any advise is welcomed as I really would like to enjoy my car this summer.

Specs:
B206 block
T7 2.3 crankshaft
JE pistons
EXD connecting rods
GT3071R .64 turbo
Cylinder head is stock except for the valve springs that come from a Volvo 940
