I've been looking at one of these for the 9000 LPT. My understanding is it will allow me to up the boost from the set max/min 6psi level to a safe enough figure (say 8-10psi). In doing this I'd overide the Trionic system(in your case APC) but certain safety cut-outs will remain.
I haven't done it because I'm a big scaredy cat and I'm not sure if I really want to lose any of the management system. This is the JW Racing website, they are the official European importers.

I put one on my '92 T16S a couple of months ago.
In effect it's a valve which you put in the line between the APC solenoid and the wastegate. Whilst the APC can start trying to open the wastegate a little at quite low boost pressures, the Dawes Device stays closed, preventing the wastegate from opening at all until a pre-determined boost level is reached.
This level is set by you, at whatever you feel comfortable with...
Given that the ignition will cut out when the boost reaches 1 - 1.1 bar (ish) and the APC would usually fully open the wastegate at as little as 0.75 bar, there is quite a lot of room to play with.
Before fitting the DD my car - which has a cat - wouldn't get out of the orange sector on the boost gauge; I've set it to boost about 1/3 to 1/2 way nto the red and, bearing in mind that things may change in the winter - you can develop significantly more boost on a cold day - I have yet to get the safety cut-out to trigger.
The limiting factor - on worn P6000's anyway - is too much torque steer, not too much boost...
