Just managed to do this before travelling up to Scotland no IC fitment yet.
I gained access to the induction pipe in order to fit the IC, noted the advice to look for the restriction device, a washer welded into the turbo oulet end of the pipe, cut it out carefully and filed it smooth before refitting.
I removed the inner wing liner and released the airbox so I could remove the snorkel and drilled 15 1/2" holes in a honeycomb or tight packed pattern just forward of the snorkel aperture and put the box minus the snorkel back.
The car (9000 CDE auto) now pulls hard from around 3-4000 in 2nd and 3rd and just keeps on going, even up hill. The sound from the BOV although an original Saab recirc is much more pronounced when releasing the accelerator under acceleration.
Pleased with the result, thrilling improvement. No idea how this is as actual NM-1 torque but now want to find out more definition. A serious improvement for no expenditure?
Odd point is that MPG has improved, but seems to max at higher speed than before.
Also nice 'hisss' just audible from the left above 4000. Keeping the original paper filter, its very dusty round here!

Exactly which pipe is this tempguage? I've not heard of this before..

I am trying to make it a clear definition but so far this is still supposition;
for the MY94 9000 2.0 lpt
(my own vehicle although registered late 1993 is in fact a 1994 hybrid, so my best guess at the moment is that with an APC fitted to the trionic 5 system, the power was limited to fit the market slot by adding the washer. Earlier and later cars without the APC (jet-tronic engine management was fitted to pre-94 cars, intercoolers were fitted without APC to post-94 cars)
The 'restrictor' washer presenting a 50% choke on the air flow within the aluminium pipe, fitted from the compressor output side of the turbo (underneath the turbo 'snail') pointing out towards the front of the car and jointed to the pipe with a short rubber sleeve, is welded to the extreme end of this pipe at the turbo end.

That makes it clearer. Perhaps it's a fudge on the lpt's only, to keep the power down.

...over the last couple of years I've acquired 2 turbo to throttle pipes from earlier MY CSE's -manual transmission versions as they didn't have the autobox pressure feed connector; neither of these pipes were fitted with the choke washer so you are probably right. This 94 model is a bit of a rarity it seems, but the fudge makes for tasty mods.
