Having had a complete re-build of my 9000 carlsson including new hybrid turbo and intercooler I have acquired an odd sucking noise eminating behind passenger footwell (seemingly) and only between 2000 to 3000 rpm but quite loud.
Anyone any ideas please?

I can't help with that at at all, but I can say nice car. Just be careful the Aero people don't get jealous
We seem to have a number of carlsson owners now....

Could it be leaking joint on the turbo hoses?
If you are stationary and rev the engine does it do it or is it only under load.?

yES IT'S ONLY UNDER LOAD THAT IT OCCURS, WITHOUT FAIL THOUGH, AND DOESN'T MATTER ABOUT THE LEVEL OF LOAD APPLIED.

The airbox is in front of the passenger footwell. When I removed the airbox snorkel, I started getting induction noise and othere noises from there, since without the snorkel, the inlet points rearwards towards the passenger (or driver for LHD cars).
Perhaps the airbox hasn't been reassembled properly or the snorkel hasn't been refitted? You're almost certainly looking for a leak related to the airbox.
