The new reaxes system is apparently meant to help control the car, but does it really help.
Also when turning with the 9-3ss do the rear tires really turn, if so is it noticible.

Yes the reaxes system really does make a difference but no the wheels don't actually turn, although the car handles as if they were.

No the rear wheels do not actually turn as in the old Honda style system, they just use clever bushing to move slightly to steer.
ReAxs system
"The Saab-unique ReAxs system allows the rear wheels to steer slightly as the car is turning. The rear wheels help move the car in the intended direction. This helps the car respond quickly to steering input."

I did a test run on a 93 vector and pulled round a junction until the traction light flickered, and i must say maybe it's the Reaxs system, and maybe it isn't, but it really does feel like the car is being steered by the seat of my pants http://www.saabscene.com/forum/images/smilies/fawlty.gif .. is there any way to turn off the traction/esp system?
